Personally, I would search the file structure and see if it is in the wrong place. If it cannot be found, look at the install media and manually put it in the path. You may need to register the dll too.
PATH in command prompt showed the correct directories, but the chart.dll file was not in the C:\Windows\System32 folder. There was a chartv.dll file listed in the folder however. I will trying adding the file to this folder and registering the dll as well. There was a chart.dll found in the C:\Program Files (x86)\Microsoft Office\Office16 folder.
-We now have about 7 users having outex.dll missing when opening outlook. I checked 4 out of the 7 computers and found out their outlook version was 2002, sp3. Their outex.dll resided in C:\Program files\common files\system\mapi\1033.
